We are now able to provide all of our valued customers with this information bulletin – bringing to your attention the implications of the new driver CPC qualification, which will be upon us on September 2009 (September 2008 PCV).

As we move closer to the implementation date it is time we all took action.  Here is a brief overview of what to expect:

What is Driver CPC?It is a COMPULSORY periodic training requirement!!

Driver CPC will enhance your company creditability within the transport industry.  On the 10th September 2009 the lives of the HGV driver in the UK and the rest of Europe will change.  For the first time they will be expected to have a separate qualification to their vocational driving licence and the law will insist that they continue their professional development with ongoing training.  The driver certificate of professional competence (CPC) has arisen from the European directive 2003/59/EC.

The attainment of the CPC must be recorded by the issue of a driver qualification card.  This means that if a driver leaves or joins your company their training will still be recorded. 

Drivers who do not maintain their driver CPC , for instance if they leave the industry but want to start working as a professional driver again must complete 35 hours of periodic training in order to regain their driver CPC.  They must complete the training before they can resume working professionally. 

What does it entail?

The criteria for the driver CPC is that every driver with a C1, C1+E, C, or C+E and PCV D1, D1+E, D, D+E licence will need to undergo 5 full days training or 35 hours in each 5 year period,( PCV CPC becomes law on 10th September 2008), the first period starting in September 2009 lasting until September 2014.  These 35 hours may be broken down into not more than 5 separate blocks of 7 hours each.

However, all new drivers gaining the vocational licence above will take their CPC as part of their HGV licence acquisition training. 

As for those who already have their licence you automatically receive grandfather rights which enables you to gain your 35 hours over the next 5 year period which will run until 2014.

All drivers CPC training must be delivered by an Approved Training Centre with approved courses.  All approved training centres will be subject to audit to enable us to comply with the approved criteria.

Sigma Studies Ltd is one of the Approved Training Centres and is a registered training company for all CPC requirements; this means we are now in a position to provide the required training laid down by the syllabus. If you do however, have any special requirements which you believe may enhance your business do let us know and one of our qualified and experienced instructors will draw up a training programme and then register the programme with the DSA.

We will also provide an alternative service which will entail a train-the-trainer course for a selected number of your employees.  This will enable them to train your own staff under the SIGMA banner.  However, some of the more specialised training will still need to be conducted by Sigma.

What happens if you do not comply?

For non compliance to driver CPC there will be:

  1. prosecution for new offences

  2. Invalid insurance or indemnity sought from insured

  3. Loss of repute and operator’s licence

  4. Loss of vocational entitlement of drivers
     

The driver CPC is not a request it is a law so don’t wait to be told,

Driver CPC ‘Train the Trainer’ Courses

3-day £800.00 + VAT – Trainer 'Package’ Course

This course will enable Managers/Trainers who have not acquired previous instruction ability to become Train the Trainers. At the end of the course they will be able to deliver and design their own training programmes for the Drivers CPC.

Course Objective:

  • Instructional techniques

  • Effective teaching methods

  • Understanding the Driver CPC syllabus

  • Effective use of PowerPoint presentations

  • Building of confidence to deliver an effective course

5-day £1,300 + VAT – ‘All In’ Train the Trainer Course

All of the above 3-day course plus the inclusion of Sigma’s approved training courses to cover the 35 hour training required over the five year period as shown below:

Course Content:

  • 5 Sigma approved training courses

  • Instructors PowerPoint presentation material

  • Student handouts

The above package will allow you to be able to provide your own periodic training courses in-house to your own drivers.  Our approved training courses have been split into 3.5 hour sessions thus ensuring company flexibility plus ensuring the training requirements meet the needs of each individual company.

Each course comes complete with a comprehensive Instructor pack, comprising printable materials for handouts.

Please be aware that there will be a further annual fee of £500.00 incurred within the ‘All In’ training program to enable your company to function under the Sigma banner which includes all JAUPT course approval fees (not including the  upload fee per driver) and Sigma monitoring.
